FSB Global Regulatory Framework for Crypto-asset Activities - Financial Stability Board

The Financial Stability Board has published its global regulatory framework for crypto-asset activities, setting out how jurisdictions should approach oversight of a sector that has until now been governed by a patchwork of national rules. The framework is aimed at addressing the financial stability risks posed by crypto-assets while supporting responsible innovation, and it is intended to serve as a common reference point for national authorities as they design their own regimes.

For markets, the significance lies less in any single rule than in the direction of travel: greater consistency across borders. Uniform expectations on areas such as reserve management, disclosure and cross-border coordination could reduce the regulatory arbitrage that has long shaped where crypto businesses locate and how they structure products. That, in turn, may affect how investors assess counterparty and jurisdictional risk.

What to watch is implementation. The FSB sets principles, not binding law, so the practical effect will depend on how quickly and faithfully major jurisdictions translate the framework into domestic rules. Divergence in timing or substance would limit its harmonising impact. Market participants may also look for follow-up guidance on stablecoins and on interactions between crypto and the traditional financial system.
