France’s Stablecoin Swap Tax Faces Oct. 20 Budget Vote - The Defiant

France’s proposed tax on stablecoin swaps is set to face a budget vote on October 20, according to The Defiant. The measure would introduce a levy on transactions that convert one stablecoin into another, a category of activity that has until now largely escaped the kind of transaction taxes applied to conventional asset trades in France.
The proposal matters because stablecoins are widely used as a settlement layer in crypto markets—traders move between dollar- or euro-pegged tokens to manage exposure, collateral, and liquidity without touching volatile assets. Taxing those conversions could raise the cost of routine treasury and trading operations, and may push some activity toward venues or structures outside the French regime. The vote will also be read as a signal of how France intends to treat digital-asset transactions more broadly as European rules mature.
What to watch: whether the levy is adopted as drafted, the rate and scope finally agreed, and any carve-outs for particular token types or use cases. Market participants will also monitor whether other EU member states follow with comparable measures, since divergent national tax treatment could fragment stablecoin liquidity across the bloc.
